About the HIV Prevention Alliance

The HIV Prevention Alliance was launched in April 2025 as a diverse coalition of stakeholders aimed at revitalising political leadership and accelerating action on HIV prevention in the European Union (EU) and its close neighbourhood, in line with the EU’s commitment to achieving the Sustainable Development Goals (SDGs). 

Our mission is rooted in:

  • SDG 3 for ensuring healthy lives and promote well-being for all at all ages, particularly on Target 3.3 for ending the HIV/AIDS epidemic by 2030 through comprehensive prevention, treatment, and inclusive health systems.
  • SDG 5 for gender equality and empowerment, particularly Target 5.6 for ensuring universal access to sexual and reproductive health and rights (SRHR) and Target 5.c for adopting and strengthening sound policies and enforceable legislation for the promotion of gender equality and the empowerment of all women and girls at all levels.

By bringing together over 27 representatives from the communities most affected by HIV, including LGBTQI+, women, migrants, youth, people who use drugs and sex workers, alongside leading clinical and public health experts, researchers and industry partners, the Alliance serves as a unifying platform for dialogue, collaboration and action.

The urgency is real.

In order to complement and support Member States and neighbouring countries in achieving the goal of ending HIV as a public health threat by 2030, and thereby delivering on the EU’s commitment to implementation of the SDGs and the UNAIDS targets on HIV, the HIV Prevention Alliance proposes six Strategic Priorities (SPs) for EU level action in the next five years:

SP1

HIV in EU Prevention Agenda

Integrate combination HIV prevention, including the 2030 target to end the HIV epidemic, into the EU’s comprehensive prevention agenda.

SP2

Human Rights & Gender Equality

Ensure combination HIV prevention is embedded in EU action on sexual health and equality – including women’s health, transgender rights, and efforts to combat stigma and discrimination towards all key populations and groups in vulnerable positions.

SP3

Funding Mobilisation

Secure and sustain EU financing mechanisms for HIV combination prevention efforts – notably the work of community organisations, research initiatives and other projects that will enhance access to innovative prevention services and tools, as well as community ownership, especially among key populations and groups in vulnerable positions.

SP4

Data and Monitoring

Strengthen data collection and reporting to support evidence-based decision-making on HIV combination prevention, including community-generated data, and share best practices to facilitate cross-country learning.

SP5

EU’s Neighbourhood

Upscale HIV prevention within the EU’s neighbourhood, including earmarked funding within the EU’s Instrument for Pre-accession Assistance.

SP6

Global Health

Address risks of a deteriorating global HIV epidemic through EU action on health security and international partnerships.

Ending HIV as a Public Health Threat in Europe by 2030


The HIV Prevention Alliance Call to Action highlights the urgent need for coordinated, sustained efforts to close gaps in prevention, access and equity across the region.

At its core, the HIV Prevention Alliance Call promotes a holistic approach to HIV prevention, one that integrates medical, social and structural dimensions. 

It outlines strategic priorities and concrete actions to help the EU and Member States strengthen prevention policies, improve access to innovative tools, and address inequalities that continue to drive new infections.
